Lithuanian SąjūdisVilnius City Council APPEAL
ABOUT THE GENOCIDE OF THE CHECHEN NATION
February 20, 2008
Vilnius
In XVI century Russia began the invasion to the
Caucasus. The Caucasian peoples resisted the Russian expansion. In spite of
great losses and casualties the Chechen nation especially defended and stood
up for every piece of their land.
In 1559 Russia putted the first strong point Tarki in
the North Caucasus. In 1658 part of Russian Don Cossacks settled near the
river Terek in the North Caucasus.
The Russian emperor Alexander II putted out the 147000
silver medals with inscription “For the conquest of Chechnya and Dagestan”.
The medal was made for rewarding servicemen, churchmen, medical stuff, and
others who took part in war battles and expeditions of 1857 – 1859. The
inscription of the medal speaks for itself that Russia conquered Chechnya.
Russia declares to the World that Chechnya is a territory of Russia.
On February 23, 1944 the Stalin regime exiled
the whole Chechen nation. Within 13 years of deportation there were perished
70 % of Chechens.
On December 11, 1994 Russia has begun the war against
Chechnya. It has been lasting till now.
More than 250 thousand of Chechens has been killed,
including 42 thousand of children. The economy and infrastructure in
Chechnya is completely ruined, near 80% of houses are destroyed. More than
300 thousands of Chechens became refugees. Russia damaged Chechnya amounted
to USD 300 billion.
The number of Russian servicemen casualties in Chechnya
is more 40 thousands.
Russia has violated the Peace Treaty between Russia and Chechnya signed on
May 12, 1997 by president of the Russian Federation Boris Yeltsin and
president of the Chechen Republic of Ichkeria Aslan Maskhadov. Russia
ignores norms of international law, denies de-colonization, it doesn’t obey
claims and recommendations of the United Nations about stoppage of military
actions and helping people in occupied countries.
The United Nations and the Organization for Security
and Co-operation in Europe as well as much of leaders of different countries
believe false information of Russian president that Russia fights in
Chechnya with terrorists. They do not try juridically and morally to qualify
the 13th years genocide in Chechnya. Why do you allow Russia to carry out
the genocide of Chechens?
We ask you:
1. To talk over the Russian of several years aggressive
policy of war and genocide in Chechnya;
2. To consider the question of recognition the
independence of the Chechen Republic of Ichkeria;
3. To demand of withdrawing Russian troops from the
Chechen Republic of Ichkeria.
4. To render humanitarian and financial assistance to
Chechen Republic of Ichkeria.
5. To demand from Russia keeping the Peace Treaty
signed on May 12, 1997 by president of the Russian Federation Boris Yeltsin
and president of the Chechen Republic of Ichkeria Aslan Maskhadov.
Respectfully,
L.Kerosierius
