A P P E A L
On putting an end to the Russia’s colonial war in
Chechenia and on recognition the independence of the Chechen Republic of
Ichkeria
Vilnius December 10, 2002
Treading the right of self-determination recognized by all countries of the
United Nations Organization, norms of the International law and other
documents, signed also by Russia, during 8 years Russia is waging the
colonial war against the Chechen nation. In 1991 the Chechen people declared
the independence of their country from Russia. During some centuries Russia
enslaved Chechenia and methodically killed the Chechens.
The Chechen people democratically elected their
President and Parliament, created their authorities, adopted the
Constitution. Chechenia was an independent democratic country DE FACTO.
Since December 11, 1994 Russia cruelly destroyed all
the economy of Chechenia. Russia is making the war against Chechenia,
declared its independence, by genocide methods. Russia damaged Chechenia
near 300 billions dollars of USA, killed near 300 thousand people and near
80% of population of Chechenia were banished from their homes. These are
obvious signs of the colonial war and the total genocide of the Chechens,
therefore:
WE DEMAND:
1. that Russia immediately and unconditionally cease its military actions,
honour the Peace Treaty of 12 May 1997, withdraw its army, and reimburse the
damages created for Chechenia;
2. that the United Nations Organisation send international peace keeping
forces to Chechen Republic of Ichkeria;
3. that the states of the world immediately and unconditionally recognise
the Chechen Republic of Ichkeria DE JURE so that this peaceful nation
heroically defending itself will not be further discriminated against and
killed by larger states. By deferring the recognition of the independence of
the Chechen Republic of Ichkeria, they are actually becoming accomplices in
the annihilation of the Chechen nation and state;
4. that the United Nations Organisation hand the authorities of the Russian
Federation over to the International Criminal Court for the crimes committed
in the Chechen Republic of Ichkeria.
In the name of the Great Law of Love, we hereby apply
for the countries of the world provide effective humanitarian aid to the
Chechen Republic of Ichkeria and ensure that it reaches the victims.
We declare that it is immoral to call defenders of the
freedom of Chechenia bandits, terrorists or criminals. They defend their
Motherland and Independence, what is a sacred duty of every human being. It
is the Russian army what acts have actionable characteristics of banditry,
terrorism and criminality. According the law Russia must bear the
responsibility its actions.
The Lithuanian nation also survived a similar genocide
During 50 years Lithuania lost a third part of the nation and experienced
huge losses. According to KGB data, from 1944 to 1953 there were 120 groups
of 77 000 partisans operated in Lithuania. About 20 thousand partisans
perished and about 18 000 were arrested. The Lithuanian partisan movement
during 10 years after 1944 resisted the Soviet occupational structures.
As Lithuania is near the empire of Russia all our people and we, partisans,
have felt the complete safety only now when in Prague on November 21, 2002
Lithuania was offered to join NATO and when on November 23, 2002 in our
capital Vilnius President of the USA, Mr. George Bush declared about it.
